A Milestone for Water Supply in Northern Vietnam: Opening of the Xuan Mai Water Treatment Plant

Berlin/Hanoi/Leipzig, April 30, 2026 –

On April 30, 2026, the Xuan Mai Water Treatment Plant, one of the most significant infrastructure projects in northern Vietnam, was officially inaugurated. The facility is part of Vietnam’s national water strategy and represents an important step toward a stable and sustainable water supply in the region.

Supplying more than one million people

With a capacity of 150,000 cubic meters per day, the plant treats water from the Black River (Song Da) into drinking water in accordance with high international standards. It supplies the cities of Hanoi and Hoa Binh as well as surrounding regions—thereby sustainably improving the quality of life for more than one million people.

As the largest independent water treatment plant in Northern Vietnam, Xuan Mai makes a key contribution to supplying growing urban and industrial areas as well as water-scarce regions in the west and southwest of Hanoi.

Rapid Implementation at a High Standard

The short construction period is particularly noteworthy: The project was completed in just 13 months—two months ahead of schedule.

Aone Deutschland AG, a subsidiary of Tilia GmbH, was responsible for the implementation. As the EPC partner, Aone handled technology, planning, material procurement, and construction as a one-stop solution.

The project was carried out under the leadership of Alexander Redeker and Mladen Lemac. With great dedication and a clear focus on the goals, the team ensured that the water treatment plant was not only completed on schedule but also met the required quality standards.

Part of a Comprehensive Water Supply System

The water treatment plant is part of the Xuan Mai Water Supply System Project, which consists of several components. In addition to the water treatment plant, the project also includes the expansion of infrastructure for distributing the treated water to Hanoi.

This creates an integrated system that strengthens and secures the supply in both rural regions and urban centers in the long term.

International financing and new momentum for the market

A key success factor for the project was the structured financing provided by international partners. The Private Infrastructure Development Group (PIDG) supported the project with equity, technical consulting, and guarantees.

Noteworthy: As part of the project, one of Vietnam’s longest-running project bonds was issued—and at the same time, the first green bond in the Vietnamese water sector. The high demand from institutional investors demonstrates growing confidence in sustainable infrastructure projects in the region.

High Standards in Operation and Implementation

International standards are consistently adhered to in both construction and operation—particularly in the areas of Health, Safety, Environment, and Social (HSES). As a result, the project not only meets technical requirements but also sets benchmarks for responsible infrastructure development.

Joint Project with a Strong Partnership

Xuan Mai is the result of close collaboration among numerous partners from Vietnam and Germany. The investor Aquaone played a central role in this effort, as did numerous supporting institutions and financing partners.

At the same time, the project is part of a longer-term development process: as early as 2015, a public-private partnership project in collaboration with the German Society for International Cooperation (GIZ) laid the foundation for today’s collaboration. This has led to the development of Aone Deutschland AG, a high-performing company that now implements projects with a wide reach.
