With this partnership, DWI is sending a strong signal for sustainable infrastructure development on an international scale
Leipzig/Cairo, May 20, 2025 – DWI – Deutsche Wasser International GmbH – announces a strategically important cooperation aimed at the sustainable development and efficient operation of the water and wastewater systems in Egypt’s new capital, the New Administrative Capital (NAC). The aim of the cooperation is to strengthen the security of supply, use resources more efficiently and significantly improve the environmental compatibility of the water management infrastructure.
At the heart of the partnership is the newly established joint venture AC Water (Administrative Capital Water), which will be responsible for the operation, maintenance and ongoing development of NAC’s water and wastewater systems.

- ACUD – Administrative Capital for Urban Development S.A.E.
- DWI – Deutsche Wasser International GmbH and ECG – Engineering Consultants Group S.A.E., subsidiaries of the German Dorsch Group with its Chairman Olaf Hoffmann and the Tilia Group
Sustainability through innovation and qualification
The aim of the partnership is to significantly reduce water losses, efficiently reuse treated wastewater and use state-of-the-art technologies to operate the water infrastructure in the NAC in a way that conserves resources. Among other things, digital network twins and intelligent leakage detection systems are used. The treated wastewater is made usable for the irrigation of urban green spaces using advanced re-use technologies.
A key component of the project is the targeted development of local expertise: In the final stage, around 3,000 Egyptian specialists are to be qualified through comprehensive training and further education measures. The programs are being developed and implemented in close cooperation with German partners such as the Leipzig Chamber of Industry and Commerce (IHK) and the German-Arab Chamber of Industry and Commerce (AHK).
Project progress
- The Shareholder Agreement (SHA) was signed on February 14, 2024.
- The Service Level Agreement (SLA) with a term of 15 years has been fully negotiated and was signed on May 20, 2025 as part of the “Ghorfa Summit”.
