Medical cubes and outpatient surgery centers in response to the shortage of specialists and demographic change
Healthcare in Saxony is facing major challenges – especially in rural regions. Long journeys and a shortage of specialist medical staff are making it increasingly difficult to provide care close to home. The regions of Lusatia and Upper Lusatia are particularly affected, where there is already a risk of under-provision.

Our solution: OLKubes and outpatient surgery centers
To meet these challenges, Tilia GmbH is developing innovative care concepts as part of the simul+ model project “OLKubes & AOZ”. The aim is to secure medical care in rural areas with the help of modern and flexible “medical cubes” in combination with central outpatient surgery centers (AOZ).

What are OLKubes?
OLKubes are state-of-the-art facilities equipped with medical technology that have been specially designed for use in rural areas. They enable patients to get in touch with doctors via video consultations.
Efficient diagnosis and treatment on site:
- Non-medical staff carry out necessary examinations, such as blood pressure measurements, X-rays or laboratory tests.
- If further specialist treatment is required, patients are referred to a central AOZ, where specialized specialists care for them.
The second part of the solution: Outpatient surgery and health centers
The AOZ Bischofswerda is planned as an outpatient surgery and health center with a modern infrastructure for procedures that do not require inpatient admission. Close cooperation is planned between hospital doctors and general practitioners and specialists who can operate their practices here. The offer is supplemented by rooms for physiotherapy and providers of medical aids and appliances.
Our approach: future-proof healthcare in Saxony
Tilia GmbH is supporting Oberlausitz-Kliniken in the implementation and testing of this forward-looking healthcare concept. In doing so, we are analyzing a feasibility study:
- Demographic developments and medical structures in the model region.
- Legal and economic framework conditions for the realization of the Medical Cubes and the AOZ.
- Location requirements and space requirements as well as the identification of potential locations.
- Business models and process integration of the cubes into the AOZ and the existing medical care landscape.

Support from the simul+InnovationHub
The project is supported by the Saxon State Ministry for Infrastructure and Regional Development (SMIL) as part of the simul+InnovationHub. With individual case funding of EUR 225,000, the project will be implemented from 01.12.2024 to 31.08.2025 to test the feasibility and efficiency of this innovative supply approach.
