The Greater Saint-Brieuc area aims at merging the water and sanitation public services of 32 municipalities into a unique public utility, bringing efficient and affordable services to its customers. In this context, Tilia led a comprehensive technical, operational and organizational assessment of the existing utilities in order to build the 10-year strategic roadmap of the new utility.

In this respect, Tilia conducted numerous workshops together with the elected representatives and the technical staff. Based on the initial audit, the workshops defined the utility’s major ambitions regarding water quality, the monitoring and regulation of sanitation and storm water flows, the efficiency of asset management and the improvement of the technical skills development and security policies.

The different stakeholders have appreciated the quality of project and change management and the relevance of the proposed solutions.
